INTRODUCTION
During the evening of February 23, 2012, Jerome Deon Ladette Harrell turned 'himself in to the Stearns County Jail (the “Jail”) on two outstanding Hennepin County traffic warrants. After exhibiting odd and erratic behavior throughout the night, he was pronounced dead the following morning.
