In this cause, the original bill for a declaratory judgment was filed in the Chancery Court, Part II, of Davidson County, by The Metropolitan Government of Nashville and Davidson County. Defendants were Hills-boro Land Co., Inc., Belz Investment Company, Nabco Corporation, U. Grant Browning, Arthur K. Hellermann, Attorney General George F.
