On September 18, 1971 in France, Plaintiff Marc Joseph Marie Berger; hereinafter called Plaintiff Berger, a citizen of the Republic of France, married Plaintiff Maria Hermina Sague, hereinafter called Plaintiff Sague, a citizen of the United States of America. Thereafter, on November 9,1973, Plaintiff Berger applied for an immigration visa to the United States Consular Officer in France.
