delivered the following opinion:
The present case is one full of interest and lias ratlier pathetic elements. The applicant seems to be a man of intelligence and good address, speaking Spanish and English well, *524and I have no doubt is morally entitled to tbe privileges of becoming a citizen of tbe United States. He was born in August, 1895, in Porto Eico, and therefore became twenty-two-years of age shortly after tbe passage of tbe present Organic. Law.
