Unwilling to sanction investigatory stops by police on every unsubstantiated tip they receive, the court of appeal in an unpublished opinion reversed the defendant's conviction and sentence for simple possession of cocaine in violation of La.R.S. 40:967 on grounds that only the police observation of the defendant in a high crime area…
