In this proceeding for declaratory relief brought by tenants against landlords for a determination of questions concerning the meaning and effect of certain provisions in a lease and contract of sale, and a declaration of the rights of the parties thereunder, the principal question is whether the chancellor erred in ruling that the tenants had a right to make certain alterations and repairs to the leased premises despite the refusal of the landlords to grant permission therefor.
