CHAPMAN, Circuit Judge:
Plaintiff-appellant John Dennison (“Den-nison”) sued defendant-appellee County of Frederick (the “County”) under 42 U.S.C. § 1983 (1988), alleging constructive discharge in violation of Dennison’s first and fourteenth amendment rights. The district court granted the County’s motion for summary judgment on the basis of collateral estoppel. Although we question the appropriateness of the district court’s collateral estoppel ruling, we affirm on alternate grounds raised in this appeal.
