The appeal of the Government in this case presents the complex issue of the standards and procedures to be followed in awarding attorneys’ fees to a party prevailing in litigation against an agency or department of the United States under the employment discrimination provisions of Title VII of the Civil Rights Act of 1964 (Title VII).1 While the District Court grappled with the problem on the basis of guidelines previously set forth, a satisfactory solution eluded it; hence, we necessarily remand this case.
