[¶ 1] Verizon New England, Inc., appeals from a Public Utilities Commission order denying Verizon’s petition to amend an order that, inter alia, prohibits Verizon from marketing its in-state toll services when a customer calls to establish or change local service. Verizon contends that the Commission erred (1) when it decided not to lift the marketing restriction and (2) when it failed to consider whether the restriction violates the company’s free speech rights afforded by the First Amendment.
