BOWMAN, Circuit Judge.
Appellant Peter Brachtel appeals the judgment of the District Court 3 affirming the decision of the Commissioner of Social Security denying disability benefits. Bra-ehtel first applied for disability insurance benefits and Supplemental Security Income benefits in 1991. Brachtel’s applications were denied. An administrative law judge (ALJ) then conducted a hearing and issued a decision denying benefits. Braehtel appealed to the District Court, which reversed the decision, ruling that the ALJ’s decision was not supported by substantial evidence. The court remanded the case…
