Appeal from a judgment of the Supreme Court (Williams, J.), entered September 29, 1999 in Saratoga County, which dismissed petitioner’s application, in a proceeding pursuant to Election Law § 16-102, to declare petitioner the Conservative Party candidate for the office of Commissioner of Accounts for the City of Mechanicville in the November 2, 1999 general election.
