Defendant, the Department of Revenue, revoked a license for the conducting of bingo1 which it had issued to plaintiff, Senior Citizens and Public Service Employees of Illinois, a fraternal organization. Defendant found that plaintiff had violated section 2(4) of the Bingo License and Tax Act (Ill. Rev. Stat. 1977, ch. 120, par. 1102(4)), which limits the aggregate retail value of all prizes or merchandise awarded in any single day of bingo to $2,250.
