MEMORANDUM OPINION
COLLEEN KOLLAR-KOTELLY, District Judge.
Plaintiff, George Lardner, filed the above-captioned action against Defendant Office of the Pardon Attorney (“OPA”), a component of the Department of Justice (“DOJ”), pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, seeking disclosure of the identities of pardon applicants and commutation applicants whose applications had been denied during former President George W.
