DECISION AND JUDGMENT ENTRY

{¶ 1} Appellant, Director of the Ohio Department of Job Family Services ("agency"), appeals from a decision by the Erie County Court of Common Pleas granting summary judgment in favor of appellee, Jason Giese. For the reasons that follow, we affirm the judgment of the trial court.
