Plaintiffs Anheuser-Busch, Inc. (“Anheuser-Busch”) and Penn Advertising of Baltimore, Inc. (“Penn Advertising”) have each brought suit for declaratory and injunctive relief against defendants Mayor and City Council of Baltimore City (the municipal corporation), Kurt L.
