The Appellants, Cary P. and Jennifer P. (jointly “the Appellants”), reside together in Fayette County, West Virginia, with Jennifer’s biological children, Richard P. and Devon P.1 On July 11, 2008, the Appellants filed a “Petition for Appointment of a Legal Guardian,” in the Family Court of Fayette County, West Virginia, seeking to appoint Cary as the legal guardian of Richard and Devon.
