The Pennsylvania State Police, Bureau of Liquor Control Enforcement (Bureau) appeals from an opinion and order of the Court of Common Pleas of Beaver County that affirmed an order of the Pennsylvania Liquor Control Board (Board) *665which remanded the matter back to the administrative law judge (ALJ).
